In the early days of the Celestial Church of Christ (CCC), especially around the years 1986/87, the structure and titles within the church were quite different from what we see today.
At that time, Reverend, Pastor, Prophet Samuel Bilehou Joseph Oshoffa—the founder of CCC—was the only recognized Shepherd of the church worldwide. He was the spiritual father and leader of the entire Celestial fold, and everyone looked up to him.
In local parishes, those overseeing the daily running of the church were not yet called “Shepherds” as we commonly use the term today. Instead, they were often referred to as “Leaders in Charge” or “Elders in Charge.” These individuals were responsible for guiding the members, organizing services, and maintaining church order at their level, but they operated under the ultimate authority of Papa Oshoffa.
It was only after Papa Oshoffa’s passing in 1985 and as the church continued to grow, that the title “Shepherd in Charge” began to be widely adopted for local parish leaders. This change reflected the church’s evolving structure and the need to provide a more defined leadership framework as the CCC expanded globally.
So, when someone says, “The Shepherd in charge started in 1986/87,” they are referring to the period when local parish leaders began to be formally called “Shepherds,” recognizing their spiritual responsibility in a way that echoed the foundational leadership of Papa Oshoffa, though they were not equal to him in role or authority.
